Unlocking Minigame Levels - Never Forgotten: a Foster's Home Community

How do you do this? I have the top "home" score on both "Shutterbug" & "Go Po Go!", but no luck. Is there a certain score you must reach?

When you fill your popularity bar you'll see a little blinking icon of a mini-game and a message will appear telling you that you can unlock a new mini-game or unlock a new level of a mini-game. It has nothing to do with your score.

EDIT- Thanks! I didn't know you could unlock teh levels by the poularity bar.
