That's actually taken from a Cartoon Network bumper. It starts off(I believe) showing a brief shot of Mr. Herriman, then the camera swoops through downward some sort of pipe, and finally arrives to that glimpse of Frankie reading the CN book/magazine.

I found it to be very cool, and I'd love to see a full-size screenshot of Frankie in that bumper(If Cass doesn't mind).
