If you have a photo in the best friends album and then clear the friend, that friend will be gone from the pic in the album. Just enter another friend's code and it will show up on the pic.

I removed the friend and he was removed from the photo, I added a different friend and it was now the new friend in the photo with me. Maybe they changed the way the coding works for displaying the friends, or maybe it is just glitchy.
