"Dah Dah Dahn! Dah Dah Dahn! Dadah dah dahn, dadah dadah dahn! Yeoww!!" *all this while Mac is looking at him like "Who are you? What are you doing? Ohhhh kaaayyy...."*
Yeah, I didn't "get" that guy either. I've seen him make cameos in other episodes, though. I'm sure it was just a fun thing the crew decided to put in there, and it didn't turn out as funny as they thought it might be.

He was wearing his sunglasses and headphones and walking his "walk", but the only time I remember him having a voice was this scene in "Berry Scary". I know I've seen him in at least one other episode, but I don't remember which one it was. Maybe it was "Trouble with Scribbles", but I'm not sure. He just walks by.
You're right, the randomness was funny, I guess. I remember the first time seeing that eppie and exclaiming "Ha! What on earth was that all about?" and I did laugh some. Maybe it would help if they didn't always cut to commercial right after that scene. There are so many reasons I love those DVDs...

Yeah, he was just walking past listening to rock music. He was probably in his own little world. I've seen him in I Only Have A Surprise For You in the crowd, also.

I think I understand the purpose of that character (his name's Ramone, according to the Gallery of Friends). He's the final part of a running gag that extends throughout the first act.
After Mac asked if anyone had seen Bloo, we heard what sounded like "Dun Dun Duuuun!", and we all know what that's code for. I think Daphne Moon summed it up very nicely in an episode of Frasier: "Sound of ominous organ music indicating trouble ahead". But, as with the ethereal background music heard during Berry's wide-eyed gazings at Bloo, it turned out to have been supplied by an IF walking past randomly in the backdrop. So it, as with those two previous instances, it was pretty much just a play on the viewers' expectations. At least, that was my reading of it.

I'll give it a solid C. I've only seen this episode once though. It was pretty funny to see Bloo freaked out by Berry.
