Bloo was on South Park
There was an episode called "Imagination Land", and it had characters such as Ronald McDonald and Astro Boy in the background. Theres a shot of him in the background when that guy is talking to Butters, but he's really damaged up. Hes a little shorter too, and someone said they saw Jackie Khones as well, but it was really brief. Can anyone get a screen cap of them?

Not sure if that was Bloo. I think I spotted a couple of Viking helmet type horns on his head.

lol I love Cameos... I saw several Foster's characters in the episode "Billy and Mandy Moons The Moon" from The Grim Adventures of Billy & Mandy (plus another ton of cameos from other shows like EEnE, KND, My Gympartner's a Monkey et.c)

I'm watching it. There seems to be several blue ghost-shaped characters - but they sure don't look like Bloo Q. Kazoo to me. The one I think in question (@ 17:46) is clearly furry, has horns, and (I think) sharp teeth. ...too sliky smooth, too long toenail, too many eyes, not enough eyes, too thickly outlined... (I do see in the same shot the character who my kids call "Eduardo" when reading Where The Wild Things Are - even though we've read that book 100 times before ever seeing Foster's Home...) I could have sworn that I saw Bloo, but if everybody else believes that he wasn’t in there, then oh well. It’s a parody; it’s not going to be a carbon copy, especially since he was just an insignificant background character in the episode. I don’t recall seeing horns or anything, but I guess it doesn’t really matter.

You guys do know that this cameo wasn't the kind where Craig McCracken gave permission, right? Because Drawn Together had a cameo of Bubbles and it wasn't like a joint effort, the Drawn Together people simply put a Bubbles look alike on their show. In my mind, they should get in trouble because she looked like the real deal but I guess they used "Fair Use" or something.
