It has been about 3 years since I played that level. and if i remember it did take a really long time to find a few things. I remember there was an island with crabs in one of the games. and there was a spot under the pond on the bottom of the map. SOmetimes different buildings are accessable.
so the best advice I can give.
try each screen one at a time. either going left to right or up and down but donot walk around randomly.
check each car, each hut, each door, and talk to everyone.
sometimes people say,give different things after you have accomplished something, (but usually each charater does only one thing)

Summer Resort kind of reminds me of BFAHP,
