It's Bloo, done up in battle armour/headgear and armed with a laser rifle, let loose in a Quasar arena.

(That would make for a great episode, the whole gang playing Quasar.)

Thanks! Well I'd imagine given Bloo's size and speed, it would be tricky for anyone to hit him. Let's say Mac got him with a trick shot.
