the characters on my comp arent in that same place anymore.and they just moved a couple days ago. is it just me or did they move?

That depends. If you last saw them as they were in the June/July update (i.e. Franky is in the dressing room on the 5th floor, Eduardo's in the 6th floor showers, etc, etc) and they're now back around the 2nd-3rd floor then you've run out of new updates and the game's moved you back to the old school stuff until it's got new updates for you to do.

Have you checked if they're here (BTW sorry I know this is in another post somewhere)
- Mac - his apartment (living room)
- Mr. Herriman - 4th floor pharmacy
- Madame Foster - 5th floor in the Theatre
- Frankie - 5th floor dressing room
- Coco - 6th floor observatory
- Eduardo - 6th floor locker/shower room
- Wilt - 6th floor basketball court
- Duchess - 6th floor sauna
- Bloo - Theatre Office on the 5th floor (the middle room)

I can not find bloo worth the life of me. I've gona through every location he normally is and started just trying every room.... he's hiding from me

Instead of going through every room (it's a major pain) you could try looking here: http://www.fosters-home.com/houseparty/maps.htm#char. Almost every time, I couldn't find a character, Sparky's guide always helped me.

He's in the theatre office on the 5th floor. It's the room in the middle straight across from the theatre ticket booth.

Make sure you go in all the way and check all areas of the room. Sometimes you can see items and people just by peeking in the room. Other times you have to go all the way in to make sure it is or isn't there. The characters walk around, so he may not be close to the door like he was before. For me he's been off to the right by the desks.
