Yes, but Bloo showed he had a heart and really cared about his friendship with Coco in the end, which is how he keeps saving himself from being completely hated.
Also I can't stress this enough, and I will do it AGAIN, he is FIVE YEARS OLD.
Good gawd, how much can he possibly know about mature behavior (or at least more proper behavior) when he's only FIVE? I mean, when I was five, I could be just like him, lovable one moment, getting' spanked the next....
He's LEARNING. He's the character in the show that's meant to show the kids why being bad and jerky all the time isn't good, and how you can hurt your friends by doing so. (Especially in that ep.) Bloo, to me, is actually starting to improve a little here and there, but he's going to do it slowly, because as Kageri has stated, he's a bit STUPID. And incredibly naive.
When the writers decide to take stupid twists and allow Bloo to get away with a scheme (like in the movie ep.), that kinda bothers me. I know Craig's real purpose in this show isn't just humor but the stressing of friendship and morals, as well as social behavior. We just learn all this (especially the kids) through cute and lovable characters. Everyone is different, which shows variety. Bloo being the misbehaving prank-loving type, Wilt the good-natured, down-to-earth type, Ed being the gullible but lovable type, Coco being the excitable but moralistic type.....Frankie being the care-giver and compassionate heart....etc, etc, etc. Duchess even plays and important role by being the "villian", her less then admirable qualities of being completely vain, self-centered, and well...bent on world domination....or something like it...but my point being that Bloo has a role and it's all to teach important life lessons.
If you look at it that way, you'll see that Bloo will most likely get better as he gets older. I see he has a big heart, he just doesn't always admit it...or he's just too naive sometimes to even realize the extent of his ways and how they effect people.
If you notice, nine times out of ten Bloo listens to Mac, no matter how upset or crazy he gets. And Mac is also moralistic (usually) so Bloo will learn from him too over time.
