Heh, yes it was. That line your referring to was when Vegeta read Goku's power level when he first arrived and it was, as you read "Over 9000". The way he screamed it like that though was apparantly insanely funny for a lot of people.
I originally didn't notice it being that funny or weird when I first saw it but looking back on it, I can see what you mean. The line was open to LOTS of parodies which youtube is full of. Someone even used it as a DDR remix song.
