Thanks for the image. It kinda does look a bit like Bloo, however, I'm not sure that it was supposed to be like him. The character on the upper left corner looks quite a bit like Totoro (from My Neighbor Totoro, for those that are familiar with Hayao Miyazaki films). Then again, I didn't see the South Park episode, so *shrugs*.
