I'm from Puerto Rico and I've tried out the game a few times. I just chose a random state and I was able to play it without any problems.
This isn't the only case of US bias; the internet video services for both Cartoon Network and Adult Swim are US-only. Certain idiots at CN apparently want to alienate their international fanbase.
Be thankful that you can at least get past this through harmless falsification.
