So what's the question? Should the Santa IF be outside the gates? I heard there was an adventure that took place outside the gates, so maybe its possible for the walkaround IFs to be placed out there randomly.

Yes, Sparky is right the lemonaid and maybe the garage sale adventures Had the front gate open.

Also I believe I saw a post a few months ago, where someone showed and IF outside the fence, so Like Sparky said, it is proboly one of those locations that is accessible for random IF to start in. this should proboly be considered a minor bug that does not disrupt gameplay.
