Oh good lord, it's JUST goth! Goths may look scay, like bugs, but they won't hurt you.....or atleast most of them anyways ;D.
Hmmmm. Wilt looking fine draped in chains and black with heavy eyeliner..... Okay, so I have to admit it DOES sound odd for him being goth for 5 reasons:

1: He's suuuuuch a sweethaert! Awww.
2: He's optimistic.
3: He's really friendly.
4: He plays basketball.
5: And he seems so nurturing, harmless and innocent.

Wilt doesn't talk like a New Yorker at ALL, not if by that you mean NYC. One of the other teachers I work with is from NYC, and I also have a couple of students from Brooklyn, and a couple more from New Jersey, and they don't sound anything like Wilt. Wilt has a rather strong Southern(and I don't mean "redneck" Southern) "flava" to his mannerisms and speech, with a bit more emphasis on some of the coastal areas, though I wouldn't rule out Atlanta. I guess that's why I've never been as bothered by his politeness and niceness like some people have, since where and when I grew up, this was considered proper behavior for a gentleman. My, how times have changed, and not for the better. Even the apologizing would not have been considered that odd just a few decades ago, since this basically was one of the ways that a person could say, "I respectfully disagree with you"-by starting out their arguement with "I'm sorry, but...".

That's what I figured, since I heard somewhere that the Foster's house is located in somewhere in California or some other place in the west.

I can't even really picture Wilt as a rocker or metalhead, honestly, and I used to be one myself. He's more of the "Quiet Storm" type. I was really surprised that he went to that concert in that episode so many people hate, and got a t-shirt; that was just so OOC for him on so many levels.

He'd still look good in an open black trench coat or full-length "duster", though.
